Most international patients know one accreditation name: JCI. It is the global brand, and for good reason. But JCI is not the only accreditation that matters, and in Latin America, three national systems run clinical survey programs that rival JCI in rigor while covering far more facilities within their borders.
Why National Accreditations Matter
JCI accredits individual hospitals that apply and pay for the process. By design, it covers a small fraction of facilities in any country. National accreditation systems cover a broader base. If you are considering a hospital that does not have JCI but does hold its country's national accreditation, the question is not whether national accreditation is "as good as" JCI. The question is what the national standard actually requires.
Colombia: ICONTEC and the Sistema Unico de Acreditacion
Colombia's accreditation system is managed by ICONTEC (Instituto Colombiano de Normas Tecnicas y Certificacion), designated by the Ministry of Health and Social Protection under Decree 903 of 2014. It operates within the broader framework of the Sistema Obligatorio de Garantia de Calidad (SOGC), which sets four components: registration, audit, accreditation, and a public information system.
The accreditation is voluntary (unlike habilitacion, which is mandatory for all providers), but it signals a level of quality above the baseline. The process requires:
- Self-assessment against the national quality standards manual.
- On-site survey by trained clinical evaluators, not administrative auditors.
- Evidence of patient safety event reporting and analysis.
- Continuous improvement plans with measurable outcomes.
- Renewal cycle every 4 years, with surveillance visits between cycles.
Colombia separates habilitacion (mandatory licensing, all providers) from acreditacion (voluntary quality certification, high-performing providers). A facility with habilitacion is legal. A facility with acreditacion is legal and has demonstrated quality above the minimum. For international patients, the distinction matters: habilitacion is the floor, acreditacion is the signal.
Mexico: CSG Certification
Mexico's Consejo de Salubridad General (CSG) operates the national hospital certification program. CSG is a constitutional body, not a ministry department, which gives it unusual independence. Its certification program evaluates hospitals against clinical standards that cover patient safety, infection control, surgical safety, medication management, and governance.
The CSG process includes on-site clinical surveys, document review, patient interviews, and outcome data analysis. Certification is valid for 3 years with mandatory renewal. Facilities that fail to maintain standards can lose certification, and the CSG publishes the list of certified facilities publicly.

Costa Rica: Emerging but Structured
Costa Rica's hospital accreditation program is less developed internationally than Colombia's or Mexico's, but it exists and is expanding. The Ministry of Health evaluates facilities on patient safety, infrastructure, clinical protocols, and human resources. The Caja Costarricense de Seguro Social (CCSS), which runs the public health system, has its own internal quality assessment for public hospitals.
For international patients, the practical implication is that Costa Rica's top private hospitals often pursue JCI accreditation because the national system does not yet carry the same international recognition. Hospital CIMA and Clinica Biblica both hold JCI accreditation.
How to Verify Accreditation Status
- Colombia: Search the ICONTEC accredited organizations list at icontec.org or request the facility's accreditation certificate directly.
- Mexico: The CSG publishes its certified facilities list at csg.gob.mx. Search by state and facility type.
- Costa Rica: For JCI-accredited facilities, use the JCI directory at jointcommissioninternational.org. For national status, contact the Ministry of Health.
- All countries: Ask the facility for its accreditation certificate, the accrediting body, the date of last survey, and the next renewal date. Any facility that cannot produce this information on request is a flag.
Some facilities display ISO 9001 or similar quality management certifications alongside or in place of clinical accreditation. ISO 9001 certifies management processes, not clinical standards. It says nothing about surgical safety, infection control, or patient outcomes. Treat ISO as neutral and look for JCI or the country's clinical accreditation instead.
